The thoroughly depraved scientist Dr. Osborn has developed a virus that takes away all the powers of superheroes and infects them with it. However, he himself injects a substance that gradually develops all the powers of superheroes. None of the heroes can use their special abilities any more and Osborn is already rubbing his hands.
